Budget 2022: Osun Trains Relevant Officers on Budget Formulation

Osun Government, under the leadership of Governor Adegboyega Oyetola, has commenced the training of officers in charge of budget in all parastatals, tertiary institutions, Ministries, Departments, and Agencies of government on the formulation of year 2022 budget.
This is as the budget is designed to be prepared to address needs within State Development Plan in line with Governor Oyetolas' mind for Osun people.
The Commissioner for Economic Planning and Budget, Professor Yinusa Olalekan made this known at the opening ceremony of a 2-day training on the preparation of year 2022 budget organized by the Ministry of Human Resources and Capacity Building, held at the Staff Development Center, Government Secretariat, Abere.
Professor Olalekan in his overview of budget formulation, made this known through his representative, the Special Adviser to Governor Adegboyega Oyetola on Economic Planning and Budget, Hon Aderemi Kolajo said that the budget planning process is,at present, happening in all the states of the federation.
Prof. Olalekan explained, "Budget starts from development plans and programmes process which take cognisance of needs, cost, availability of funds and implementation, it is centrally controlled by the world bank.
Though needs are numerous, but resources are limited, yet budget must be planned, while considering government policy, plan and budget linked to effect government promises on communities' needs and demands," he educated.
He further explained that, "Medium term sector strategy to achieve the budget target is available in the state development plan whose implementation starts on January 1 of the year 2022 when it's ready and signed by the Governor before end of the year and subsequently forwarded to the Legislature for approval."
"Revenue and expenditure is important to the government, budget cannot be done in isolation without knowing what is going on nationally and globally, aside that budget is dependent on allocation, yet revenue generation is a key for good budget implementation.
Let's be conscious of how we allocate funds for activities in the budget. Let's give priority attention to needs that will have immediate effect on people's welfare," Prof Yinusa enunciated.
Earlier in her welcome address, the Commissioner for Human Resources and Capacity Building, Alhaja Latifat Giwa had stated that "the budget is an important platform for any government to work on, adding that it is prepared in anticipation of government expenditure for healthcare, education, security, environment, water and sanitation, among others."
She maintained that "the budget formulation is an important documentation to portray and implement government policies, urging the budget officers to be serious about the technical training session on the budget formulation for Osun 2022 budget."
In a similar development, the State Commissioner for Finance, Hon Bola Oyebamiji charged the participants to be conscious of how allocation is utilized, for the benefit of Osun people.
Describing budget as a considerable and necessary instrument in the finance of Osun, the Commissioner, represented by the Senior Special Assistant to Governor Oyetola on Finance, Dr. Olawale Tijani described year 2022 as a great year for Osun."
In his remarks, the Osun Head of Service, Dr. Olowogboyega Oyebade charged the budget officers to ensure that they input their best into the budget formulation, adding that submitting it in time will also be advantageous to the state.
Dr Oyebade called for seriousness to give the budget formulation the best boost by ensuring they live up to standard and put Osun on the front burner."
The technical sessions were handled by the Chairman, Osun Internal Revenue Service, Prince Adegbite Ademikanra on Revenue, the Accountant General, Mr Moses Igbaroola on Overhead Cost, and the Permanent Secretary, Ministry of Human Resources and Capacity Building, Mr Ayanleye Aina on Personnel Budget and Capital Expenditure.
